The Amethyst Initiative wants the states to decide what the drinking age should be. The states face a 10% penalty in highway funds if they change the drinking age back to 18 years. The change to 21 years was accomplished through federal blackmail with Highway Funds.
The 100 College Presidents backing the Initiative want to re-open the debate about an appropriate drinking age. MADD wants to keep the debate closed.
