Harrisonburg Virginia lawyer asks is this really reckless driving?

 In Colonial Heights VA, Rekha Pednekar has been charged with reckless driving after an early morning single car accident.  Mrs. Pedkenkar, of Fairfax VA, braked sharply to avoid another vehicle attempted to correct her skid and ended up striking the median.  Her vehicle stopped on top of the Jersey wall median just before Exit 53.This 815AM accident impeded traffic on I-95 for about an hour.  Mrs. Pedkenkar, her husband, and two teenage children were taken to Southside Regional Medical Center.   Fortunately, no one sustained injuries that were life threatening. 

The vehicle damage and position required that the car’s roof be cut off before the Pedkenkars could be removed. 

Senior Virginia State Trooper John Wright charged Mrs. Pednekar with reckless driving.  Does this really make sense when this lady apparently acted appropriately to avoid a rear end collision?  Does the fact that an accident happened mean the driver is at fault?  My guess is that highway design and the traffic burden on the state highways had much more to do with this accident that the lady charged.
