Louis Charles Alley, 35 years old, from Louisburg NC, was recently convicted on his tenth DUI charge in 17 years. In this most recent charge, Alley registered a .10 on North Carolina’s evidentiary breath alcohol test device. North Carolina is hoping to convict Mr. Alley under its habitual DWI law and make Alley a felon. Alley has a history of driving even though he has no license. Police officers who know Alley’s case say that tragedy is not an if but a when in his case. Based on this case, it appears that Alley is the drunk driver that we all fear — the driver that may drive impaired and hurt us, our family or our friends.
Despite that knowledge, North Carolina will not do the right thing and devote the resources to actually and realistically help Alley. Instead, North Carolina will jail Alley for a time and then release him with no driver’s license. Then, in order to work and obtain food, Alley will have to find transportation. Eventually, Alley will go back to driving illegally and probably drinking while he does it. Instead of spending hundreds of millions of dollars setting up roadblocks that catch few and violating the constutitional rights of all, why not assign a person 24/7 to Alley — trained substance abuse counselors who would help Alley, provide transportation for Alley to work, eat and carry on his life.
Let’s identify the problem drunks, get them the help they need and keep the rest of us safe. And save hundreds of millions of dollars in the process as well as save our Constitutional rights in the process.
