Lisa Shutter has a complaint about Albany Police Department’s Street Drug Unit.
Shutter was pulled over for an alleged failure to signal although no ticket was written for that offense.
She had been shopping and had taken a wrong turn into a bad neighborhood.
The Officers interrogated her about drug use and hidden smoking devices.
Shutter is a 28 year old single mother from Ravena; she claims that she was patted down and an Officer inserted his finger in her vagina looking for drugs.
Shutter has now been charged with making a false report.
The Lesson appears to be don’t complain.

Former Washington State Toxicologist Ann Marie Gordon was found to have not verified solutions used to establish standards for breath testing gadgets.
Gordon resigned over claims she falsely signed affidavits that she had evaluated quality assurance samples when actually someone else had effected such testing.
Chelan County agreed not to use results from breath tests taken between December 2006 and December 2007 due to this false calibration.

400 traffic tickets were issued in Rockingham County during Operation Air, Land and Speed.
400 more were issued inShenandoah
The beefed up police patrols were timed to catch students returning to college after spring break.
This operation is funded with federal grants and another is planned for May, 2008 to catch the students returning home at the end of school.
“Operation Air, Land and Speed is primarily about saving lives, preventing crashes and changing driving behaviors for the better,” said Col. W. Steven Flaherty, superintendent of the Virginia State Police.
“However, these initiatives also demonstrate how effective aggressive traffic enforcement can be when it comes to solving other crimes.”

Austin Parks Police Officer Robert Tipton resigned in May, 2008 after being caught drunk on duty.
Tipton was tested at over .16 grams per 210 liters of breath after having driven his patrol car.
When a suspect complained that an officer smelled of alcohol other officers realized it was Tipton.
Officer Tipton was tested and his results were .213 and .198.
Other Officers also noticed that Tipton was late for a training class and was sleeping on floor mats between classes.
I am sure that Tipton deserved the break he received by not being charged for DUI DWI; however, I think regular tax paying citizens ought to receive the same break.

Peña confirms what many of us suspected: the anti-drunk driving campaign is merely an attempt to return to Prohibition.

When it began in the 1980s MADD was about saving lives.
Too many drunken drivers were harming themselves and others.
MADD spearheaded the passage of tough laws across the nation.
Unfortunately this original noble goal of removing drunk drivers from the roadway was co-opted.
Instead, the goal became removing drivers with any amount of ethanol on board from the roadway.
None for the road became the real goal despite what the law said.
In furtherance of that goal, MADD pushed the .08% blood alcohol standard.
To justify the .08 standard, MADD “cooked the books” to make .08 seem much more dangerous than it is for most drivers.
The U.S. Department of Transportation’s Fatality Analysis Reporting System (FARS) data show that the average BAC level in a fatal crash where a driver was actually tested is .17% — more than twice the .08% BAC standard.
Second, the typical DWI fatality is caused by a person who has had more than nine drinks before driving.
Third, nearly two-thirds of alcohol related deaths involve drivers with BACs of .15% or more..08 is a fraud.
The studies backing its effectiveness are goal directed and not scientifically validated.
The goal is prohibition.
Now the claim is that impairment is seen in BACs as low as .02.

The Legislature agreed in conference on Friday 3/8/08 on the final language for eliminating CRF.
The final bill is superior to the original proposals.
A number of the lawyers who lobbied such as Scott Surovell and David Bernhard had been advocating for the State to simply issue refunds and mark the CRF judgment as satisfied.
Senator Stolle insisted that because there was an original court order assessing the fees, judgments could only be voided by court order.
However, the opposing view is that nothing prevents the Legislature from simply marking a judgment as satisfied.
The State as the beneficiary of a judgment can mark such judgment as satisfied or even issue refunds for amounts paid.
The Legislature apparently has arrived at the same conclusion and has produced a superior bill, which has in effect made refunds automatic.
Senator Chap Petersen sat on the conference committee and is one of the Senators most responsible for crafting this superior bit of
legislation, in essence rewriting both the House and Senate bills.

In a March 8, 2008 article, the Washington Post noted that Montgomery County’s new speed cameras are catching county police officers.
And those officers are not paying their tickets.
Officers have been photographed raising a middle finger at the camera.

148 of those were not speeding for job reasons; those fines have not been paid.
